Regulatory framework. Considerations
The functions of the Center Administrator (Administrator) are included in the Manual of Functions of the Administration and Services Personnel (Official), Agreement of JG of 12/19/1997, in its Preamble (articles 2, 2.1,2.2 and 2.3) and on its pages pp. 40 to 42.
Art. 2.- The functions of the Center Administrator position are those established in this document, which replaces those established in the Rectoral Resolution of March 13, 1991, which until now regulated the functions of said position. However, the following sections of the cited Resolution remain in force:
- Art. 2.1.- Without prejudice to the organic dependence inherent to its administrative level, the Center Administrator depends hierarchically, directly and functionally, on the Dean or Director of the Faculty or School in which he is assigned.
- Art. 2.2.- In the fulfillment of his functions, the Center Administrator will act in accordance with the current legislation applicable to the University Administration, to the General Resolutions issued by the governing bodies of the University of Seville, to the Agreements of the Faculty or School Board and the Resolutions and guidelines established by the Dean or Director on whom it depends.
- Art. 2.3.- It is the responsibility of the Center Administrator, within the framework of the provisions of the previous sections, to collaborate with the Governing Team of the Faculty or School for the proper functioning of the Center's Administration and Services.
The function of the administrative Organization. Chores
T1.- Plan, direct, coordinate and supervise the work carried out by the Head of Secretary and Coordinator of Services.
T2.- Collaborate with the Director of the Library in the direction, planning, coordination and supervision of the work carried out in the same.
T3.- Complete the requests for advice and support made by the Department Directors in relation to the administrative tasks carried out in them.
T4.- Prepare reports, studies, reports and statistics on the different work areas existing in the Center, with the collaboration of the Head of Secretary and / or Coordinator of Services.
T5.- Participate in the meetings that are called to discuss issues related to the different work areas of the Center, as well as call meetings to coordinate the tasks of each of them, communicating the conclusions of the same to the Head of Secretariat and / or Service Coordinator so that they can plan their tasks.
T6.- Participate in the computerization tasks of the different work areas of the Center, as well as promoting it.
T7.- Any other related task entrusted to him in this matter within the scope of his competence.
The role of PAS management. Chores
T1.- Transfer to Management, by means of a supporting report, the increases, reductions and modifications in the working conditions of the P.A.S. from the center.
T2.- Temporarily redistribute the basic staff of the Center, after hearing the Library Director and the Head of Secretary, in order to meet the temporary needs that may arise in the different work areas, thus optimizing existing human resources.
T3.- Request to Management the eventual substitutions that are necessary due to situations of long-term leave that affect the correct functioning of the Center.
T4.- Control the correct fulfillment of the P.A.S. working day and schedule, in accordance with the instructions and internal application circulars.
T5.- Organize the adequate application of the regulations regarding permits, licenses and vacations of the P.A.S., establishing the corresponding shifts according to the requests of the interested parties and the needs of the Center.
T6.- Inform the Dean or Director of the Center of the alleged faults incurred by the P.A.S., with a proposal for action, informing the Management thereof.
T7.- Put into practice and watch over the occupational health and safety measures of the P.A.S., attending, where appropriate, the Labor Inspection and other Public Bodies.
T8.- Ensure respect for the labor rights of workers and in general compliance with personnel regulations.
T9.- Prepare as many reports, statistics and proposals that the competent Administrative Bodies or Units request in matters of personnel.
T10.- Attend the meetings to which it is summoned regarding personnel.
T11.- Facilitate and collaborate in the formation of the P.A.S. for the performance of their duties.
T12.- Any other related task entrusted to it in this matter within the scope of its competence.
The function of budget management. Chores
T1.- Keep track of the degree of budget execution of the Center.
T2.- Control the running account of the Center.
T3.- Manage the Fixed Cash Advances funds.
T4.- Manage budget modifications (credit extensions, incorporations ... etc.).
T5.- Propose to the Dean or Director of the Center the purchase of inventory material, as well as its location and redistribution of the existing one.
T6.- Ensure compliance with the expenditure management and budgetary regulations and, in general, all the provisions that are issued in economic matters and affect the execution of the Center's budget.
T7.- Prepare as many reports on economic management as requested by the competent Administrative Bodies and Units.
T8.- Attend the meetings to which it is summoned regarding economic management.
T9.- Any other related task entrusted to it in this matter within the scope of its competence
The role of infrastructure management
T1.- Plan, direct, organize, coordinate and supervise the work carried out by the cleaning, maintenance and janitorial staff assigned to the Center, with the collaboration of the Service Coordinator.
T2.- Manage authorizations and control of the use of classrooms and other spaces for both teaching and non-teaching purposes.
T3.- Supervise the proper use and conservation of the existing furniture in the Center.
T4.- Supervise the proper functioning of the different auxiliary units of the Center: cafeteria, reprography service ... etc, ensuring compliance with administrative contracts, and especially respect for the labor rights of employees by companies awarded.
T5.- Keep track of the access control and incident book signed by the Center's security personnel.
T6.- Manage the proposals for the execution of works, supplies or services necessary to guarantee the correct maintenance of the building and facilities of the Center.
T7.- Prepare as many reports related to this area of work, requested by the competent Administrative Bodies and Units.
T8.- Attend the meetings to which it is called to discuss issues related to this area of work.
T9.- Any other related task that is entrusted to him in this matter within the scope of his competence.
The function of the general administration. Chores
T1.- Attend the Management Bodies of the Center in the meetings that are determined.
T2.- Dispatch with the Management Bodies of the Center.
T3.- Advise, in matters of its competence, the Management Bodies of the Faculty or School, University Departments, University Institutes and other Administrative Units located in the Center.
T4.- Any other related task that is entrusted to him in this matter within the scope of his competence.
